  1. Preheat Oven and Prepare Baking Sheet:

  2. Mix Dry Ingredients:
    • In a medium bowl, whisk together the flour, baking powder, black pepper, and salt.
  3. Cream Butter and Cheese:
    • In a large bowl, using an electric mixer, cream together the softened butter and grated Parmesan until fluffy.
  4. Add Herbs:

  5. Combine Mixtures:
